SUBJECT Ad Hoc Intelligence Group on Exchanges --
State Staffing
1. I had a very brief discussion today with Sol Polansky, the
Director of the concerned office in the State Department. lie
expects several additional "bilaterals" providing for increased
exchanges with the Soviet Union to be signed during the President's
visit. At this time he does not believe State is likely to increase
its staffing because of the way in which these exchanges have been
progressively decentralized.
2. I will meet again with Polansky when he is a bit more free
from preparations for the President's trip to discuss this in some
greater detail.
