4. Omnibus Secret NSCID
CIA Management Committee briefed on 25 February on
status of redraft of Secret Omnibus NSCID. Third draft,
incorporating proposed changes from A/DDS&T, A/DDO,
A/DDI, OGC and OLC, disseminated on 27 February. In
Dr. Martin's absence, General Graham will convene task
group to discuss the draft NSCID early next week. Action

5. Economic Intelligence
PRG is undertaking a fact-finding exercise to ascertain
state of play of actions being taken by DOD, State,. and DDS&T
that bear on recommendations of Admiral de Poix (in his letter
of 5 December 1973 to Chairman, USIB) re Soviet/PRC/East
European visitors. Action Officer: PRG/
CIEP concerns re KIQ 29 (Law of the Sea) passed to NIO
ho will arrange to have Admiral Bergin contact
DDI/OBGI, the latter having been designated as the
CIA LOS coordinator by the DCI before the Admiral's arrival.

11. Re-examination of USIB Committee Structure
Completed IC Staff coordination on DDS&T and DDI
proposal of 4 February to D/DCI/IC that he sponsor a review
of SIGINT Committee mission and functions. Reply to DDI
and DDS&T from D/DCI/IC.names as Chairman of
SIGINT review group and advises he will solicit appropriate

12. SIGINT Source Identification

This task is before SIGINT Committee but is temporarily
in abeyance pending outcome of bilateral negotiations between
DIA and NSA. CIA interest expressed and conveyed to DIA.
Results of these negotiations will be brought back to SIGINT

14. IRIS Call
Made initial contacts with Community CIRIS representatives
to implement CIRIS 74 Data Call. Work is continuing on preparing
for machine processing of CIRIS 74 data. The GIM input programs,
the batch edit program and the batch validation program are being
modified. New GIM on-line data files are being built and tested.

15. DOD Interest and Risk Data Base

Objectives
No additional files have been received from the OSD
world data base because of updating problems at OSD. The
data that has been received by MPRRG has been run through
some simple computer routines for examination. Additionally,
documentation of the Data is being created so that MPRRG
analysts can determine use. Action Officer: MPRRG/F-
16. HUMINT Briefing
On 27 February, DIA briefed
et al on the Defense Attache System. Also completed
coordination with DIA on clandestine HUMINT process model.
Model now being revised and will be available for reference

briefing paper to DCI on 5 February memo from 40 Committee
Executive Secretary. Briefing paper includes draft memo
recommended for DCI to sign to 40 Committee Chairman
commenting on papers and delineating nature of DCI action on
