1. ICS Monthly Newsletter -- Drawing from the
Weekly ICS Reports and with additional items from
AD/DCI/IC and D/DCI/IC, a Monthly IC Staff report,
highlighting staff actions, will be prepared for distri-
bution to USIB and IRAC members. First issue to
cover January 1974 activities. A sample will be ready
for D DCI/IC approval early next week. Action Officer:

2. Defense Intelligence Production Schedule (DIPS) -- A/B
Review and evaluation in process. Action Officer:

ON-GOING ACTIVITIES
1. Middle East Port-Mortem, Phase I -- The A/D
Preliminary Post-Mortem Report has been dissemi-
nated by USIB Secretariat with appropriate letters to
NSCIC recipients. (Prepared by PRG, signed by DCI. )
Action Officer: PRG.
2. KIQs Evaluation Plan -- A finished draft of the E
Key Intelligence Questions Evaluation Plan (KEP),
including data requirements, suggests formats; and a
proposed schedule for the final evaluation period was com-
pleted. The draft was circulated, and subsequently pre-
sented to IC Staff principals for review and comments on
17 January.
Work on contracting and simplifying the process
and on formality for ADP manipulation continues. Action

3. National/Tactical Interface -- Initial paper on D
tactical intelligence resources identification withdrawn
from JCS consideration on 16 January. Data in paper
will be available for JCS/ICS use in on-going national/
tactical interface discussions. JCS rep (Adm. Hannifin)
meeting with ASD(I) and DIA to expedite movement. Action
Officer: CS.
4. Upcoming NSCIC Meeting -- Materials have been
prepared on three of the four agenda items for the NSCIC
meeting expected to be held in the near future. Papers on
the fourth agenda item, the unclassified NSCIC proposal,
await action of the subcommittee of the CIA Management
Committee. A conference with Mr. Colby on this item will
be requested. Back-up talking papers for the DCI's briefing
book are being assembled. All such papers due by 22

5. NSA PMR - The PMRG scheduled C 25X1
for 18 January was postponed one week to 25 January because
the pre-PMRG determined that further planning by NSA was
necessary before the I roposal could be reviewed 25X1
by the Senior PMRG. The re-scheduled events include another
pre-PMRG session at NSA 21 January, a pre-PMRG session
with the Program Manager and the NSA Management Council on
23 January and the Senior PMRG on 25 January. The Senior
PMRG will be attended by 25X1

6. Budget Cycle Actions -- At ASD(I) request prepared C
draft outline of intelligence guidance for inclusion in SecDef
planning and programming guidance document. Combined
ASD(I) - IC draft outline developed on 18 Januar and forwarded

discussions with Program Managers 21-23 January re FY 76
guidance with final discussions scheduled for 25 January.

STUDIES
1. Training - - ttended ACSI-initiated 25X1
HUMINT Training Conference on 18 January. Meeting
was chaired by BG John Smith, Dir of Ops, ACSI.
Attendees included representatives from Army, Navy,
Air Force and DIA. Conference results report being
forwarded separately. Analytical Methodology Training
data requested from CIA and DIA. Action Officer: I 25X1
PRG.
2. DoD Peripheral Reconnaissance Study -- General E
Davidson called a meeting of the Steering Grou for the
Recce Study follow-on action Ion 16
January. Participants were General Davidson Cha' an;
BGen. Chapman, JCS;
DCI/IC; 1 -1 DIA, and J. J. Hitchcock, State.
The issue was whether to proceed with the
study as proposed by to modify the nature of
the study, or to suspend or cancel it. The driving point of
consideration was the impact on peripheral recce operations
occasioned by the fuel shortage.

STUDIES (continued) Objectives
All members favored not undertaking an in-
depth study at this time, but State called for a brief
status report on the current level of recce operations
I land the adequacy of these operations
against established requirements.
The decision was to prepare a status report with
assistance from NSA and not to proceed with a comprehen-
sive study. This will include an assessment of the impact
o overa e due to mission curtailment. Action

3. Peripheral Ocean Reconnaissance Study -- No C/D
change. Action Officer: CPAG.
4. Photo Satellite Mix Study -- Working Group task C/D
teams to study Cost and Contracts and Requirements
Satisfaction were established. Task teams studying a
variety of specific issues involving relative image quality,
new systems, technology programs, and steady-state
requirements outlook met this week and will provide pre-
liminary reports by Monday, 21 January. These will be
used to develop a detailed study outline. The final version
of the simulation work plan is in draft. I land
California. They reviewed the final flight schedule and
saw the aircraft Isimulator on the U-2. Next Working
Group meeting 23 January; next Steering Group meeting 29

7. Mapping, Charting and Geodesy -- Received C /D/E
briefing at Defense Mapping Agency (DMA) on annual
program for updating requirements for maps, on method
of converting these into requirements for mapping and
panoramic photography, on DMA processing of photo
coverage for the intelligence community, and on the con-
version of photo coverage into maps and corn uter data
bases. Participated in discussion between
COMIREX Staff, and Emory Donelson, MC&G expert in
OMB, on some aspects of reconnaissance imagery use by
US civilian mapping agencies. Lt. Gen. Howard Penney,
Director of DMA, will brief I Ion some MC&G
inputs into imag tudy on Friday, 25 January.
