Prepared a memorandum from D/DCI/IC to the DCI
providing IC Staff views on OCI's recommendations concerning

NMCC to hear results nd begin
discussions of problems encountered in past crises.
Middle East NIO participated in discussions. Action

9. "Meet Me" Conferencin,
NSA is working on our design of a secure voice
conferencing system in which any gray phone subscriber can
call a conference of up to four other subscribers by having
them dial a common switch number at a predetermined time.

10.. ASD(I) Indicators and Warning Review
ASD(I), State, DIA, JCS, CIA, and IC Staff
representatives met on 6 June to develop plans and pro-
cedures for conducting review. At ASD(I) request, arrange-
ments have been made to have present Mid-East
Post Mortem briefing to the ASD(I) panel. CIA and IC Staff
otherwise maintaining only limited involvement in effort.

11. Scientific and Technical Assessment
Draft memorandum proposing a National Intelligence
Officer for Science and Technology remains with the Associate
Director of DD/S&T. Dr. Stevens, the new A/DD/S&T, has

Staff Survey, Action Program, and proposed FY 75
Economic KIQ's were transmitted to DCI in advance of his
18 June session with OMB Director Ash. D/DCI/IC has
approved very limited external distribution of more sensitive
version of survey.
