Summary
PURPOSE:
To acknowledge DOD completion of the first phase of
the tactical/national intelligence interface.
BACKGROUND:
The JCS-produced listing of non-CDIP intelligence-
related elements provided by Mr. Clements completes
the first step of the tactical/national intelligence
interface study. This response to DOD marks the
completion of the first phase, indicates continued
cooperation on presentations to Congress, and
outlines the nature of the second phase of the study.
This letter has been coordinated with ASD(I) and JCS.
Working level meetings on terms of reference for the
second phase are ongoing.

Dear Jim:
Bill Clements' memorandum of 21 May 1974, broadly
identifying the types of non-CDIP assets that are to be
considered, completes the first' phase of our examination of
the tactical/national intelligence interface. We have made
an important first step in.arranging the maximum possible
mutual. support for tactical/national intelligence Interface.
I agree with Bill that presentations to Congress on
intelligence-related resources whose primary purpose is
tactical support should be made in the context of DOD force
structure requests. I have been pleased with Al Hall's
support in working up my. National Foreign Intelligence
Program Budget Recommendations and expect our cooperative
effort to continue..
Moving on"in the substantive aspects of the endeavor,.
Danny Graham has discussed with. Al Hall and coordinated with
the JCS representative a proposal for the following phase of
the study... Briefly, I believe that we should first identify
in depth the essential information needs of the SLOP-tasked
and other commands, and the national intelligence assets
that could contribute to their satisfaction. The results of
this inquiry would be considered jointly to formulate specific
recommendations. We should then turn to the capability of
non-CDIP units and activities, in the context of their
_l scion assignments, to contribute to national intelligence. igence.
This step would also result in specific recommendations for
our consideration.. We will, of course, create a data base
to simplify future reviews of tactical/national intelligence
relationships.

I think we should begin this nest phase with a lt='ted
pilot study to size she problem and develop procedures .,. and
50 gain insight into. the payoffs that are pos3ibie.
