12. CDIP Review of I.DHS and Telecommunication Planning
Participated in review, chaired by Dr. Albrecht, ASD(I),
of IDHS projects, including NMIC, COINS, IDHS Communications
(WICS), OSIS, and Service/Command systems. Staff study sent to
D/D.CI/IC and IC Chiefs on 3 July for information. AC/IHC
continuing to monitor and will report on ASD(I) conclusions from
this review. No immediate DCI or D/DCI/IC action required.

13. I ontract for Analytical Methodologies Exploration
Contract with xecutec 24 June for 4-month study
under guidance of SA DCI, with AC/IHC in support.

14. Computer Security
IHC Staff is monitoring drafting process by USIB Security
Committee, Computer Security Subcommittee (CSS/SECOM) on
replacement for DCID 1/16. When draft prepared, we plan to
present it for coordination to both SECOM and IHC, prior to
eventual presentation to USIB. Action Officer: IHC
A meeting was held on 2 July 1974. At this meeting, the
US Army presented its R&D program. The draft status report to
the DCI on Council activities together with conclusions and recom-
mendations on Intelligence R&D has been circulated to members
for review. Replies are due prior to 1200 on 8 July.

16. Preparation for ExCom and APS Review
Meetings have been held with Program Management
personnel to establish IC Staff recommendations and positions
for ExCom and ASD(I) APS.review. Action Officers: CPAD/

nd the Steering Group briefed Mr. Colby RMO 3 (NIIP)
on the b si perx ormance aspects of the imaging systems and o1i M-1
the general approach taken in the ISMS on Friday, 28 June. Jul 74
Dr. Hall, ASD(I), received the same briefing on Monday, 1 July.
Mr. Colby will be briefed on the conclusions and recommendations
of the study on Monday, 15 July. Final copies of Volume I, the
Executive Summary, will probably be distributed by 5 July. The
main body of the report, Volume II, should be distributed by
10 July. Memos submitted by members of the Steering Group
delineating their individual positions with respect to the issues
addressed in the ISMS will be collated and submitted to Mr. Colby
about 10 July. Volume III, the annexes, will be published in late

2. ICBM Study
An abbreviated version of the GMAIC report, "US RMO 4
Exploitation of Current Soviet ICBM Testing, " was sent to M-1
the printing office 21 June. Approved copy was returned to Dec 74
printing office for final preparation on 2 July. Delivery of
100 copies of the final printing was promised for 8 July. A
draft letter from General Graham to the intelligence consumers
has been prepared for review. Action Officer: CPAD

review questions raised during the M-1 Jul 74 25X1
study of the echnique, Ali questions relating
to feasibility of the technique appear to have
been resolved. Minutes of the last EPG meeting are in
preparation by the chairman. The next EPG meeting is
scheduled for 3 July to review the results of the 25X1
