SUBJECT . FY-73 Unused Funds for COINS
25X1 1. At staff meeting today, he referred to you a
a er at involves funding for COINS, and he mentioned that
25X1 f FY-73 funds had been available but not used.
2. I have been the point of contact for the IC Staff in connection
with on-going efforts by ASD(I) to improve COINS, particularly in con-
nection with upgrading the files data base. I was aware of the existence
of the foregoing funds, and recognizing that we should not allow the
fiscal year to end without having made a specific determination on their
use or non-use, I set up a meeting to consider that matter.
3. The participants and events of that meeting are recounted in
the attached memorandum (DCI/IC 73-0637). I have not included attachments
B and C to that memorandum since they are somewhat dated and now overtaken
in part by other events. However, they are available if you so desire.
4. In brief, for IC Staff, and for CIA/OPPB
agreed that the FY-73 funds could not'be productively use because the
development of COINS was still so cloudy. It was recognized that future
funding would be needed, but the specific source(s) were not focused on
at that time. Note also that as of June 1973, ASD(I) had had the res-
ponsibility of Executive Agent for COINS under general IRAC auspices since
April. That responsibility has never been precisely defined, but there
are certain aspects that I believe are non-delegable by the DCI, such as
his ultimate responsibility for "protection of sources and methods."
