SUBJECT: Comments on Memorandu-a of
19 July re Community Analysis and 0MB
Proposal
1. I mostly concur with I thoughtful remarks,
attached. But I have the following to add:
-- I think that instead of concentrating on procedures,
as = does, we should develop an objective and a specific
route to achieve it. The objective I have in mind would be the
modernization and automation of national current intelligence.
And the route would be travelled, at least in the first instance,
by OCT.
- - At my suggestion. ccoxnpanied by
I I recently visited the Detroit News to see if its automated,
computerized procedures really work. Tom reported back
that the system at the News seems to be far in advance of
anything comparable elsewhere and that indeed it works.
(They also reported that the man who developed the system
will retire in a year or so, and I think maybe- -if this project
is pursued- -we should try to hire him. at least as a consultant. )
- - I agree with I that in this case ecumenism
would likely sink the ship and that only one component should
run the test. And as suggested above, that component should be
OCI, for a variety of reasons I need not elucidate here. But
it should also be understood that OCI will do so as an agent for
the community and that, for this reason, IC Staff would have
to maintain some form of control.
-- Few, if any, of the suggestions above contradict the
proposals in =:=merno of 19 July. What I have in mind for
OCI however would fall under the rubric. "The Future of Current
Intelligence, ' rather than "Trze Future of Information Handling'
or "The Future of Community Analysis. "
