Summary
1. PURPOSE: To acknowledge a courtesy copy of VADM de Poix's memo
to ASD(I) on the impact of FY 74 manpower reductions (TabiA).
2. BACKGROUND: GDIP reductions I were directed by end
FY 78; about half of the cuts are to be taken in FY 74-75. VADM de Poix's
memorandum assesses the impact of DIA's share of the reduction for FY 74.
The impact statements are essentially the same as those in DIA's manpower
reduction plan of October 1973. They reflect expected rather than demonstrated
changes in capabilities. In his statements to the Senate and House Appropriation
Committees, the DCI said that if planned manpower reductions cut too deeply,
he would seek to recover some of the lost positions.
3. DISCUSSION: The facing response to VADM de Poix paraphrases the DCI's
statements to Congress; it does not commit him to any specific action.
