CONFIDENTIAL Approved For Release 2004/03/31 : CIA-RDP80M01082A00070016 23 April 1974 MEMORANDUM FOR: D/DCI/IC Danny- - This is in response to your request for comments on your memorandum of 16 April suggesting quarterly "mini.-UST-R" meetings in EUCOM and PACOM. Although you say that the primary purpose of these meetings would be in some way to increase the DCI's influence over the intelligence activities of the national commands abroad, I have difficulty seeing how quarterly "mini-USIB" meetings would accomplish this purpose and what kinds of items would be on the agendas for such meetings. Without more specificity about these matters and what aspects of the intelligence activities of the commands are to be influenced, I cannot comment on the proposal as such. In general, however, we stand ready to participate in any substantive discussions at these "mini-USIBs" if they do not require substantial research time in preparing for these meetings. It would seem to me that establishing a quarterly routine initially might be too ambitious. With EUCOM and PACOM involved, this would mean eight meetings a year. Because of DIA's relationships with these commands, how will Admiral de Poix react? In sum, I think the proposal needs a lot more staffing before you ask the Director to consider the matter.
