Background: Pursuant to the discussion at the morning meeting, 6 November, of how to respond to the Customs Service request dated 27 September, we. have taken the following actions: a. Alerted Mr. Hyland at State INR, furnishing a copy of Mr. Acree's letter. His staff aide suggested we go directly to the Latin American Bureau (ARA) to speed development of a communication to missions in the area. b.1 :1 discussed the matter with ARA Deputy Assistant Secretary Bowdler 7 November. BowdlerIs staff will take the lead in checking with Customs once more to develop specific instructions to posts. Because of the sweeping nature of the request and the time element, he con- curred that a generalized request to the missions to be as helpful as local resources may permit would be the most practical response. He asked that Station Chiefs be alerted through our channels to support the missions wherever conditions permit (recognizing the obvious limitations inherent in the situation). c. ~.lso discussed this with the State Narcotics Coordination Staff (S/NM), who noted that Customs had requested a meeting with them and Latin American desks late in September to discuss an interdiction effort, but that the meeting had subsequently been cancelled and not rescheduled. S/NM had no further information. d. has alerted the attache system, which will send through their channels a message supporting the State cable as soon as sent.
