Random thoughts which I will want to pursue with you before our
25X1 planning session. ow scheduled for the last weekend in
September.
As you get briefed by IC people, I believe you'll sense some places
where we need to think about how we are organized and how we can better
employ our people. (As indicated, the Director has asked that we see if
we can reduce some for FY 76, and I believe we can and should.)
At present, there is the natural tendency of the resource people

in particular) to want to get more reins on the course of events
in IC and the way we serve the DCI. You will recognize some ego
problems, but for the most part, I believe there is a sincere conviction,
which I share, that systems analysis, data base development and
displays provide analytic tools of great use. He will advocate

We do not need more models per se. In establishing the size of the
resource staff, it is important to pragmatically recognize what DCI
choices consist of and the support readily supplied by those responsible
