SUBJECT: CIA/ARPA/IC Staff-Sponsored Analytical
Support Center

Attached for your review and approval is a Memorandum of Under-
standing on the Establishment of an Analytical Support Center which
is jointly sponsored by CIA, ARPA, and the IC Staff. The concept of
the proposed center, its functions, the focus of its work, its
relationship to the Intelligence Community, and the required level of
funding have been jointly worked out and coordinated by CIA, ARPA,
and IC Staff members over a period of about eight months. The
rationale for the establishment of this Center and the details of its
operations are outlined in the attached Memorandum of Understanding
which has received the concurrence of all the signatories. Insofar
as CIA funding (but not including IC Staff funding) is concerned,
money has been allocated in the FY 75 ORD budget.
