Approved For Releas OFFICE OF THE DD/I 13 June 1974 NOTE FOR THE DIRECTOR FROM: Ed Proctor STAT I have signed the attached Memorandum of Understanding because I believe the concept is worth trying and because I believe the political consequences of not doing so would be detrimental. There are problems that you should note before you sign. There will be an impact on our manpower for analytical support, guidance, and participation. In addition, the project will probably task our Central Reference Service for intelligence documents. To meet these previously unanticipated demands, slots will have to be added to the affected components or we will have to curtail our support to tasks which I believe are of higher priority. The Memorandum of Understanding says that the "Center must be privy to the fullest extent possible to all sources of intelligence information. " It must be understood that certain kinds of information, because of its extreme sensitivity, would not be made available to the Center.
