SUBJECT : Study of the DCI's Coordination Methods
STAT 1. I refer to our revious discussions on the above and
your related talks with AD/DCI/IC. Proceed with
the above project, as desc i our 11 January 1974
proposal. You are to work with and me and have
full access to all past, present an u ure activities of the
Intelligence Community Staff while on this project. I may
later want you to expand the- completed "coordination models
into a proposed "Intelligence Community System" similar to
your development of the Defense Intelligence Plan in DIA
or the National COMINT Plan while in NSA.
2. I request that other policy and management activities
of the Intelligence Community also cooperate with you in
gathering pertinent data for this endeavor. Completion of
this unique project should provide the entire community with a
better appreciation of its complex interworkings, relationships
and methods.
