SUBJECT: DCI Meeting with the Director, Office of
Management and Budget, on FY 1975 Objectives for
the Intelligence Community
1. The FY 74/75 wrap-up meeting on Objectives between
the DCI and Mr. Ash, Director of OMB, took place on 18 June
at 1600 hours in the DCI Conference Room. Present from OMB
were: Roy Ash, Director; Dolph Bridgewater, Associate
Director for National Security and International Affairs;
and Messrs. Donahue, Oliver and Ogilvie, OMB Staff. Supporting
the DCI were: Mr. Carver, D DCI NIO? General Graham,
IC Staff.
2. Mr. Ash at the outset indicated that the OMB had
no problem with the DCI's Objectives for FY 75 or the progress
made on FY 74 Objectives. Mr. Ash observed that management
by objectives was a highly individual process and his policy
was to adapt OMB guidance to the style and process of each
manager. He said that Mr. Colby's Objectives for FY 1975
were consistent with the President's memorandum and outlined
a work program which would best serve his needs and which
was integral to the Management Objectives of the DCI. Mr.
Ash observed that the big breakthrough was getting to the
KIQs idea in the first place.
3. As concerns the KIQs, Mr. Ash observed that a year
seemed a long time to wait to measure progress. Mr. Colby
agreed to this point and stated that he would work with NIOs
and D/DCI/IC to assure updating on progress is provided as
part of his regular sessions with the NIOs and Deputies, or
is covered in his frequent sessions with individual NIOs.

4. Mr. Ogilvie inquired whether there was to be an
action office or officer for each of the Objectives, anc Mr_
Colby replied that his IC Staff was the action office. u 25X1
indicated that each Milestone has a number of actions
ana specific assignments were made within the Staff. He
also invited OMB to keep in close touch on progress through
ICS.
5. Some discussion was held on FY 1974 Objectives,
particularly with regard to those which would carry over
into FY 1975 such as the national/tactical interface, indica-
tions and warning, and HUMINT. General Graham spoke briefly
on plans for a national/tactical study of the Yom Kippur
War, which would involve the Southern Command of NATO and
which would look at what national assets were involved in
supporting tactical units and what support tactical units
provided to national intelligence. Mr. Carver said that the
political dimensions of strategic warning need some careful
thinking and Mr. Colby added that in the next two years, we
may also need to think about economic warning. Mr. Ash
noted a concern about this as well. General Graham advised
of PRG work on an economic action program now with the DCI
for approval. Mr. Colby said he planned to use his evaluation
of the FY 1974 Objectives and possibly some few KIQs as the
basis for his annual report to the President.
6. inquired about fiscal planning by OMB.
Mr. Bridgewater reported that formal fiscal guidance would
be issued about 1 July and that this would be followed up
with personal meetings to go over the substantive support
OMB would provide. Mr. Colby said he planned to get together
with Dr. Hall in July to go over the DOD programs. Bridgewater
noted OMB would also be participating and that it would be
useful to schedule their meeting on fiscal guidance so as to
precede the joint DCI, ASD(I), OMB sessions.
7. Both Mr. Ash and Mr. Bridgewater indicated they
would like to have a meeting on the economic KIQs for FY
1975. Mr. Carver said this could be arranged and that the
economic KIQs should be ready some time next week. (Follow-
up action assigned to PRG.)

8. The meeting broke up at about 1640 following which
the DCI signed the letter to the President and the Objectives
package was mailed to Ash on the 19th.
