It was recognized at the time that some adjustments in these procedures might be required with the passage of time. In September 1974, after the suspension of publication of the daily DIA INTSUM, the Defense Intelligence Agency proposed some editorial and procedural changes in the NIB. In general, DIA was seeking a new means to convey military intelligence of national interest to appropriate con sumers and a way to identify the institutional origin of intelligence ap-- pearing in the NIB. Specifically, DIA recommended that the NIB: a. Credit individual articles to the agency or agencies of origin and to the names of the preparing analyst; b. Increase coverage of military intelligence; c. Establish a position for a.military intelligence editor. PRD convened meetings on 3 and 16 October 1974 to discuss these rec- ommendations, and PRD now offers the following recommendations for your review: I. While this recommendation was not wholeheartedly supported by all conferees, none of the production agencies expressed explicit dissent. Agreement was reached that henceforth, the majority of NIB articles would be identified by author and agency of origin. If two or more agencies and analysts are heavily involved in the production of a single item, this too would be recognized (except in those instances when the number involved is so high as to make individual identification impractical). II. INCREASE THE AMOUNT OF MILITARY INTELLIGENCE BEING PROVIDED THE NATIONAL CONSUMER BY ESTABLISHING A MILITARY SUPPLEMENT TO THE NIB. It has been noted that a significant number of military intelli- gence items are submitted to the NIB staff which are not published. In part, this was ascribed to the judgment of the editors that many of these items have contained more technical or more detailed mili- tary information than is desired by the general NIB readership. DIA holds that while the totality of the readership may not have a need for detailed military intelligence articles, the audience for items of this nature -- which is no longer being served by the Intsum -- is substantial. In recognition of these points, the conferees concluded that those items of military intelligence which are clearly of interest to the NIB's general readership would continue to appear in the NIB, and that items of military intelligence of interest only to particular portions of the NIB readership will appear in a NIB Military Supplement (NIB--MS). The NIB editorial staff will edit the NIB-MS, and the NIB managing editor will have the final say con- cerning the publication of NIB-MS items. (But the staff and the managing editor will recognize that NIB-MS editorial standards and criteria for selection will differ somewhat from those established for the NIB proper.) While DIA may be the principal contributor to .the Supplement, other production agencies will be invited to con- tribute original articles and to express dissenting opinions as ap- propriate. We recommend that the NIB-MS be attached or forwarded with the NIB only to those,readers with special interests in military intelli.- gence, i.e. not be disseminated to the readership at large. We are anxious to avoid excess length -- the NIB has already been criticized on this ground and to relieve the general reader of the burden of selecting items of interest from too long a list of discrete topics. Concerning periodicity, it was agreed that, initially, the NIB-MS will be published only as the occasion (i.e. the production of suita- ble items) demands. III. NO CHANGE BE MADE IN THE PRODUCTION PROCEDURES OR THE STAFFING OF THE NIB. It was noted that the 4 April 1974 "NIB Production Procedures.' inter alia, called for a senior DIA officer to serve as an assistant- managing editor of the NIB, and this had been done to insure that the NIB editor would be provided additional military expertise on his immediate staff. It was further agreed that all other coordinating and production procedures related to the publi- cation of the NIB will remain the same.
