Approved For Release 20ONgWR. c-RDP80M01082A000900120003-1 DCI/IC 74-1005 ICS ACTIVITIES REPORT NO. 2 18 April 1974 The DCI's Intelligence Community Staff is engaged in a number of activities of interest to USIB principals and members of IRAC, which are summarized below for your information. 1. DCI's Objectives for the Intelligence Community Yesterday the DCI met with the Director, OMB, to discuss progress on FY 1974 Objectives for the Intelligence Community. They will meet again on 29 May to go over the DCI's proposed FY 1975 objectives, requested by the President in his 22 March letter. These objectives are being drafted by the IC Staff and the DCI will ask for IJSIB and IRAC coordination prior to the May 29th meeting. 2. National Foreign Intelligence Budget The DCI has briefed both the Senate and House Armed Services Sub-Committees on the National Foreign Intelligence Budget for FY 1975 and will meet with the Senate Appropriations Sub-Committee on April f5th. 3. IRAC Working Group The IRAC Working Group, chaired by the IC Staff, has held bi-weekly meetings to address specific issues assigned by IRAC at its last meeting. These include a review of FY 1976 resource issues and the development of resource packages for use by IRAC in reviewing all intelligence costs from an output standpoint. In addition to the regular members, representatives of the Intelligence Program Managers have been present at these meetings as observers. An issue study sub-group, chaired by the DOD member, is monitoring selected program issue studies being conducted throughout the community, particularly those having fiscal or resource allocation implications for selected FY 1976 programs. A resource package sub-group, chaired by the IC Staff, is identifying disciplines, functions or other groupings of resources located in two or more intelligence programs to provide a broader basis for resource review. 25X1 Approved For Release 2~O TQSTd TCU4-RDP80M01082A000900120003-1 Approved For Release 2004/051O ~ PPP80M01082A000900120003-1 The IRAC Working Group is also reviewing the IRAC Management Objectives and will submit revised and updated FY 1975 objectives to IRAC for its consideration. 4. National Operations and Intelligence Watch Officers Net (NOIWON) Following a highly successful development and test phase, USIB agreed on 11 April to make NOIWON officially operational. NOIWON, an IC Staff effort to create better means of communication, particularly in times of crisis, is a secure voice conferencing system linking the alert centers and watch officers in the White House, the Department of State, CIA, DIA, NSA, and the National Milit?ry Command Center. The "net" provides for the timely reporting of events to all interested agencies and also enables any agency to simultaneously query all other parties for amplifying data on any incident. The system includes the use of a new reporting technique, a hard copy, written bulletin using a format based on elements of a simple, declarative sentence, to facilitate the dissemination of information or queries within the departments and agencies linked by the NOIWON. 5. The National Family of Products USIB has approved the implementation of the first of the new products included in the "National Family of Products." Entitled the National Intelligence Bulletin (NIB), this product will replace the Central Intelligence Bulletin (CIB). The principal features of this new daily national product will be its emphasis on intelligence of specific interest to consumers of national intelligence, the fact that the principal intelligence production agencies will be able to submit original articles for publication, and the opportunity it provides for these agencies to state their dissenting views. During the next month the staff of the new National Intelligence Bulletin will be formed and publication procedures will be firmed up. The principal production agencies have been invited to nominate officers as Assistant Managing Editors. The first edition of the NIB is expected between 15 May and 1 June. 6. The DCI's K _Intelligence Questions for FY 74 and the KEP The DCI issued the KIQs Evaluation Process (KEP) booklet to the community on 13 February and the IC Staff provided follow-up briefings to all participating agencies and departments. The KEP booklet contains instructions and guidance, plus a list of the 12 key questions selected for evaluation during the first performance period, 1 March to 1 September. Approved For Release 2004/05/0 :~P,SOM01082A000900120003-1 Approved For Release 2004/05/q a 80M01082A000900120003-1 The first action in the KEP is the preparation of a Baseline Report on each of the 12 KIQs to identify what we now know, what we want to know, and how we expect to get it. The NIOs, the USIB Comm?tees of SIGINT, COMIREX and Human Sources, and CIA, DIA/ and INR/State are contributing segments of these reports, using special forms designed for the purpose. The KEP Monitor has received over 80 percent of the initial reports prepared by the NIOs, and the follow-on reports frori the other offices are coming in. 9. East-West Exchange Problems In December the Director, DIA, expressed to the Chairmjn, USIB, various intelligence-related concerns with respect to the proliferation of visits by Soviet, East European and PRC represent- atives to U.S. commercial, industrial and research firms. The problems raised were complex and beyond the purview of any one particular USIB committee, and the action was assigned to the IC Staff. Views on how best to effectively handle the East-West exchanc;e problem were solicited from the community and a number of proposals resulted. The D/DCI/IC recommended that the proposal to revitalize the Interagency Intelligence Advisory Group on Exchanges (IEG) be distributed through USIB channels for comment. 25X1 X1 Approved For Release 2004/05/03-:`eta-BP80M01082A000900120003-1 Approved For Release 200,qRMt1 --RDP80MO1082A000900120003-1 On 14 March USIB approved the Chairman's proposal to reestablish the IEG. The DCI indicated the IEG need not be a formal committee but should look at the overall issue, including whether there should be a permanent committee. The IEG held its first meeting on 5 April and an interim report to USIB is required by about 15 May. The group is chaired by CIA with representatives from the USIB member agencies and associate members provided by the Department of Commerce and USIA. 10. National Intelligence Officers Visit the JRC The IC Staff arranged a familiarization tour for the NIOs of the JCS Joint Reconnaissance Center, the National Military Command Center, and the National Military Intelligence Center. A total of 13 senior officers joined the tour on 22 February.
