MEMORANDUM FOR: Admiral Harvey
SUBJECT : Monthly Newsletter
I agree that a newsletter could have important public relation
gains. it will be difficult, however, to strike a balance between
making the newsletter in fact indicative of the range of activities
that the IC Staff is engaged in and being certain that the tncl-asioif
of specific items is not counter productive.
I am concerned that simple editing of the internal Weekly as
the basic source could lead to trouble. For example, item 3 of
your sample newsletter, attached to your 24 January memo. worst l
not be appropriate for inclusion in a Monthly Newsletter. Jim
Vance's initiative to me on SecDef planning and program guidance
is a delicate matter and the inclusion of such an item in a Monthll
Newsletter could seriously damage the relationship I'm building
with him.

telephone extensions would be a good idea. I presume we do not
