SUBJECT: Request to downgrade DCID 2/5
called to say the Ed Proctor does not consider
the new DCID 2/5 needs any classification. He tried to
suggest this to us by making his forwarding memo unclassified,
but, as f told Carl, they should have been a bit less subtle.
I told him I would be happy to get an opinion.
Sent a copy of the proposed DCID 2/5 tol with a
request to approve its issuance as an unclassified paper.
