SUBJECT: Classification of Proposed Revision
of DCID 2/5
1. A proposed revision of DCID 2/5, "Procurement of
Foreign Publications," is currently being circulated to
USIB for vote sheet action. This proposed revision was
developed by an interagency group chaired by
as part of a complete revision of the DCIDs, approved by
Mr. Helms but never promulgated. It carries a classification
of Confidential.
2. The DDI has recommended that the DCID be issued as
an unclassified paper, and cites in support of this position,
Executive Order 10249 of 4 June 1951 and Section 311 of the
Foreign Service Act of 1946.
4. The current DCID 2/5 contains a footnote defining
"foreign publications" which was omitted from the revision,
but which would, in my view, be appropriate as part of the
new version, especially if it is decided to issue it as
an unclassified paper.
5. A General Counsel opinion is requested on the merits
of the DDI request.
