References are the attached memorandum from the DDI and copies of the proposed DCID 2/5 and existing DCID 2/5 effective 25 July 1963. As the DDI memorandum indicates, the purpose of the redraft is to define more precisely the responsibilities of other USIB agencies in the pub- lications procurement program--especially the Department of State role. 2. The proposed revision was coordinated at senior levels of the Community in late 1972 and approved,by Director Helms in February 1973 as part of a package of revised DCIDs, but the revised DCIDs were not promul gated. 3. The Central Reference Service (CRS) of the Intelligence Directorate carries out the responsibilities of CIA in ensuring the coordinated procurement of foreign publications for national intelligence purposes, as defined in DCID 2/5 of 25 July 1963. 2. In order to define more precisely the responsibilities of other USIB departments and agencies in this program, a new DCID was drafted and dated 2 February 1973, but it has never been promulgated. 3. I request that the 2 February 1973 version of DCID 2/5 be approved and issued by the DCI in the interest of enabling CRS to enhance its effectiveness in coordinating the foreign publications procurement program. The United States Intelligence Board (Intelligence Board) depart- ments and agencies shall: a. Keep the Central Intelligence Agency advised of their activities in the procurement of foreign publications, including the effec- tiveness of their existing facilities and programs for the procure- ment of foreign publications. b. Ensure cooperation by their field representatives with those of other departments and agencies of the government engaged in like activities. c. Implement the above with due regard to departmental and agency capabilities and priorities. 2. The Central Intelligence Agency shall: Coordinate programs for the procurement of foreign publications to ensure most effective and practicable utilization of the capa- bilities of the government departments and agencies. Such coordination shall not prejudice the maintenance, by each de- partment and agency, of facilities and activities necessary to meet its needs. 3. Coordination shall normally be achieved through specified points of contact designated by interested agencies. JOHN A.
