Dick Durham brought the attached draft ERDA input to ra after telephoning earlier in the day. He would like it incorporated in the Omnibus NSCID. 2. 1 noted that there has been no AEC participation in the task group drafting the Omnibus d Dick said that they had not consideri~d they had a role until thFee ~cember USIB wasting, and related dis- cussions with Treasury. Dick leaves it to you as to where it should go. However, he says that he would like to join in any future ibus NSCID task group meetings--at least to the extent of defending his contribution. He had heard that there would be at least one more session. 3. I told Dick you had just sent a to the task group mmbe with the latest redraft of the Qei*ibus NSCID advisin them th t , g a you would convene the group again after the DIA comments were received. I advised Dick that I would hold his contribution for you, and that you would most likely send copies of it to the task group members along with the DIA contribution. I also told him that it was unlikely that the task group would meet before the first of the year, in view of yaw, absence and the holidays. Dick seemed relieved to hear this, and said that by then he hoped their internal organization would be resolved. 4. As of the moment, he thinks that the Intelligence responsibil t will either be assigned to the Deputy Administrator of ESA or to the Assistant Administrator for National Security Affairs. In the meantim . he Is the action officer and can be reached on code 119-3358 or green line 3206.
