All of the objectives and assessment papers that I have reviewed to date, in one way or another, appear to argue for or make assumptions regarding the continued existence of covert action. 2. It appears to me that such an approach and in an action plan or any other papers from the professional community is a loser in today's environment. Whatever we might believe, as professionals, with respect to the future needs of the USG in the covert action area, our primary approach and argument should be that the Executive and Congress will reach some agreement with respect to the existence of, the basis for, and the control of covert actions conducted by the USG.
