General Wilson reported that he had recently briefed the National Intelligence Officers and the Director of Central Intelligence regarding the procedures being used in Project FOCUS. Oleniacz (A) - Mr. Ernest Franke 25X1 25X1 Approved For Release 2004/09/03 : CIA-RDP80M01133A000100180002-7 4 Approved For Release 2004/09/03 : CIA-RDP80M01133A000100180002-7 the various phases of the FOCUS activity: (a) the NIO-chaired assessment seminars; (b) use of the HSC forum to look at the reporting assessments vis-a-vis the concerns of the collection managers; and, (c) the follow-up letters that sometimes will be sent from the DCI to appropriate Ambassadors. The General indicated that he had volunteered the use of the HSC staff to help set up the seminars, take notes, provide first drafts, and provide other assistance to the NIO's. General Wilson also shared with the Committee some of the discussion his briefing precipitated, including encouraging remarks from NIO Carver and others. Some days after this briefing, it was arranged to circulate to the NIO's the FOCUS Procedures paper earlier approved by the HSC. (Subsequently, at the suggestion of D/DCI/NIO, General Wilson agreed to a revision of paragraph 6 of the Procedures paper; several minor changes were made to other paragraphs. See HSC-C-127,. ) 3.1 1 circulated a chart showing suggestions from HSC Members and Agencies regarding countries that might be dealt with under Project FOCUS in the next six months. The chart will be reviewed by the NIO's and their recommendations reflected, and the list will be made available to the National Security Council Intelligence Committee Working Group for review and modification, as appropriate. During the brief regarding the 4 March meeting of the HSC 'Nth Country Task Team was brought to the Committee's attention. The Guidance Task Team now has circulated worldwide a questionnaire regarding the need for and usefulness of the Technical Collection Guidance Manuals published by DIA and the CIA-produced Collection Support Briefs. Also, General Wilson recently sent letters to the Director of Intelligence and Research, Department of State, asking that information about the HSC FOCUS project and about the secure teleconferencing arrangements be circulated to interested offices in State as well as to appropriate overseas missions; Director Hyland has agreed to these requests. -2- SECRET "WWA nowwammomw ; -ter Approved For Release 2004/09/03 : CIA-RDP80M01133A000100180002-7 -Approved For Release 2004/09/03 : CIA-RDP80M01133A000100180002-7 5. As noted in HSC-M-035 and elsewhere, the HSC has been asked to examine the Key Intelligence Questions Strategy Reports and to consider their overall resource implications for the Committee and for various human source collectors. provided the Members 25X1 with a package of charts prepared in the Secretariat which outline the Strategy Reports and included some broad preliminary estimates about probable resource implications (circulated under HSC-C-124). Members were asked to review and modify these charts as appropriate, and to provide their reactions to the Secretariat by no later than close of business 25 March (note new deadline date). During the ensuing discussion, General Wilson urged the Members to consider the charts and to respond with some care. While many of the "action" statements in the current Strategy Reports are very general, Chairman Wilson reminded the Members that Mr. Colby's expectation is that ultimately the KIQ/KEP arrangements will evolve into a system that will allow the examination of tasks vis-a-vis resource expenditures. 6. The Chairman, Executive Steering Group then led a discussion of the proposed Implementation Plan for the HSC Action Program--CY 1975. The Implementation Plan was recommended by the ESG in a paper distributed at the last meeting (see HSC-ESG-027). The recommendations included further Task definitions, priorities, suggested responsibilities, proposed approaches, and selected target dates. As invited, suggested revisions to the Plan had been suggested by several Members, the Chairman, ESG, and the IC Staff. These suggestions were reviewed by the ESG and provided the basis for a paper circulated at the meeting as HSC--ESG-029. The planned approach for each Task was briefly reviewed, and several changes were proposed by the Chairman, HSC and others. As amended, subject to additional information to be provided by the CIA Member, and with the understanding that the Plan is meant to be dynamic, flexible, and subject to revision as necessary, the Plan will be considered approved by the Committee as of 14 March 1975. 7. Regarding other matters, the Chairman brought the Members up to date regarding the status of the Interagency Group on Exchanges (IGE), noting that a related study on technology transfer would be considered in the National Security Council arena. Finally, the Chairman registered his satisfaction regarding the Human Sources Committee and the way that it has been proceeding, and he invited Members to let him know privately if they had any special concerns regarding HSC activities and approaches. -3- SECRET Approved For Release 2004/09/03 : CIA-RDP80M01133A000100180002-7 Approved For Release 2004/09/03 : CIA-RDP80M01133A000100180002J 8.
