1. I had a tour d'horizon today with and he brought 25X1
me up to date on much of his Committee's work and several of its
problems. One of his key problems, as you might imagine, lies in
the field of ASW technology. He had talked with Bobby Inman some
months ago and with I as well and had succeeded in putting
together a working group including R&D, operational and intelligence
types. For one reason or another, however, it is clear that some-
one has derailed the activity and nothing is taking place at the moment..
2. There may be little we can do at this stage. does
intend to have another discussion with Inman in the near future. In
the meantime, I suggest that you have a chat withiand see if there
is anything you or we might do.

SUBJECT IC Staff Participation in STIC
1. The Scientific and Technical Intelligence Committee
(STIC) will have significant input.to the NIOs'for KIQ 5
(technology transfer aspects), KIQ 9 (advanced technologies),
and KIQ 10 (laser and beam weapon applications). The STIC
has already established working groups to focus-on KIQs 5
and 10. As far as I can determine, however, the chairman
and working group focusing on KIQ 9 have not been appointed
a.s yet. I believe that IC Staff involvement in the STIC
could be increased to the benefit of both organizations if a
Staff member were to chair or be a member of this working
grou . I propose, therefore, that my name be. submitted to
for consideration along with nominees from the
intelligence agencies.
2. KIQ 9 deals with Soviet progress in R&D and
advanced technologies which could lead to significant
qualitative improvements in existing weapon systems or to
the development of weapon systems based on novel technical
means. The primary responsibilities of the working group
will include the drafting of strategy reports for KIQ 9 and
the oversight of analytical input to answering this KIQ. I
believe that my background both on the IC Staff and earlier
in CIA qualifies me to chair the__ group or, .at a..minimum,. to,
be a'working member.'
3. My current responsibilities-include liaison with
the full STIC and membership on its Production Subcommittee.
As part of the overall S&T account, I also follow advanced
technologies applicable to future weapon systems. (Indeed,
and I are involved in a joint
study of community coverage of weapons system-developments.)

During the nine years of CIA employment prior to the IC
Staff, my responsibilities included analyses of Soviet
defensive weapon systems and, earlier, analyses of selected
technologies of the USSR and the PRC.
4. If you agree that my participation in the working
group would be beneficial to both the St'aff.and the STIC,
please notify in the next few days. (The working
group may be formed soon.)

SCIENTIFIC INTELLIGENCE COMMITTEE
1. The Scientific Intelligence Committee (SIC) coordinates
scientific and technical intelligence activities other than
those assigned to the Joint Atomic Energy Intelligence Committee
(JAEIC) and the Guided Missiles and Astronautics Intelligence
Committee (GMA.IC). The Committee is chaired by the-Deputy
Director, OSI and has members from CIA, State, DIA, Army, Navy,
Air Force, NSA, AEC and Treasury. Representatives of other
departments and agencies may be invited to participate as appro-
priate.
2. The principle aims of the SIC are to foster the exchange
of relevant intelligence information among the member agencies,
to recommend intelligence objectives and priorities in fields
within its purview, to produce contributions to national intelli-
gence estimates, to coordinate evaluations and produce inter-
departmental intelligence on significant foreign scientific and
technical developments under the general cognizance of USIB.
The Committee coordinates the production of scientific and tech--
nical portions of the National Intelligence Survey and provides
taff support f:c.r internatonal intelligence conferences as directed
USIB. Much of the day-to-day work of the SIC is conducted by
3-is three USIB-approved subcommittees on electronics, biomedicine
and biological/chemical warfare .as well as its working groups on
naval systems, aircraft, computers (joint with EIC), electro-
optics, and scientific resources..
