There appears to be an increasing number of issues emerging which deal rather directly with questions of foreign science and technology in their own right. Oftentimes these questions. involve several different elements of the intelli- gence community. Quite frequently they involve concerns of agencies not within the intelligence community at all. This has been true recently in the case of questions about the impact of technology transfer resulting from US-Soviet tech- nical agreements and their associated commercial protocols. Though a number of evaluations have addressed this problem, it is clear that continued technical analysis will be required in the. future. 2. There are a number of other similar issues that need to be addressed. A brief listing of these includes: the state of international energy technology, in- cluding non-nuclear developments; the state of foreign food technologies, including such things as new fertilizer processes, grain strain modifications, fisheries development and climate control; questions relating to the treatment of scientific and technological matters as part of our foreign policy, including the generation of information required to direct our use of such mechanisms as the US-Soviet bilateral S&T agreements; assessments of the techological aspects of foreign developments in such economically and militarily important areas as integrated circuits, tele- communications, new natural resource extraction and so on; Approved For Release 2004/08/19: CIA-RDP80Mq 25X1 Approved For Release 2004/08/19 : CIA-RDP80M01133A000100210003-2 - assessments of the capabilities of foreign countries to use new technology in industry; questions involving levels and rates of technology transfer and its impact on foreign countries; - matters relating to foreign research and development as it may affect new weapons concepts or developments; - matters relating to the management of foreign tech- nological development programs; - questions relating to the state of foreign science, scientific resources and education, scientific policy and scientific exchange programs. 3.. The above issues, while not of immediate military intelligence concern, are the intelligence problems that I referred to during the last SIC Production Subcommittee. meeting. Hopefully, a melding of these concerns with the classic military scientific intelligence problems will make our report to the SIC more universally useful.
