DEPUTY TO THE DCI FOR THE
INTELLIGENCE COMMUNITY
SUBJECT; IRAC Subcommittees and Study Groups
In Bill Hyland's absence, .I am responding to. the. DCI~s
request, made at the IRAC meeting last week, for views. on
the question of establishing additional interagency groups
in support of IRAC.
INR recommends against .any new standing groups. We
believe that the IRAC Working Group, the IRAC R&D Council,
and various other community committees (such as the SIGINT.
Committee, COMIREX, and the Human Sources Committee) should
be able to take care of IRAC's need for support from per-
manent groups,
We also recommend that before a decision is made to.
organize any ad hoc study committees, the IRAC Working Group
should prepare for IRAC consideration (1~ a report on the
status of resources studies currently underway or recently
completed, and (2~ recommendations as to whether any new
ad hoc study groups should be set up or whether any new
study tasks should be given to the SIGINT Committee, COMIREX
or other standing committees.
