MEMORANDUM FOR THE INTELLIGENCE R&D COUNCIL
SUBJECT: Terms of Reference
1. The Intelligence Research and Development Council Terms
of Reference have been updated to reflect organizational changes
approved by the Chairman that have evolved since the Council was
established.
2. The revised Terms of Reference, which supersedes
IRAC-IR&D 1. 1/1 dated 23 November 1973, incorporating these
changes is attached for retention.

Terms of Reference
of the
INTELLIGENCE RESEARCH AND DEVELOPMENT COUNCIL
A. Authority
Pursuant to the objectives and provisions of the Presidential
Directive of 5 November 1971, there is established the Intelligence
Research and Development Council as a permanent subcommittee of
the Intelligence Resources Advisory Committee (IRAC) to advise and
assist the Chairman, IRAC, on matters pertaining to the resources
applied to intelligence R&D activities.
B. Mission
The Intelligence Research and Development Council will explore
new directions and techniques in both the hard and soft sciences which
hold promise for intelligence and which should receive program resource
support and application. It will maintain a continuing knowledge of the
allocation and uses of R&D resources related to intelligence, and will
advise the Chairman, IRAC, on R&D strategy and technology that will
best contribute to the attainment of national intelligence objectives.
C. Functions
The Intelligence Research and Development Council, at the
direction of the Chairman, IRAC, will:
1. Review national intelligence R&D programs
and advise the Chairman, IRAC, regarding their effective-
ness in satisfying intelligence goals and objectives.
2. Identify those technology areas in both the
hard and soft sciences, and advise the Chairman, IRAC,
where user needs are unique and, therefore, intelligence
programs must support development.

3. Review the rationale and perspective for
proposed intelligence R&D in the context of present
and emerging technology and analytical methodolody;
advise the Chairman, IRAC, as to appropriate funding
level options for R&D in the National Intelligence Pro-
gram; and recommend what R&D in support of intel-
ligence objectives can be accomplished within the National
Intelligence Program and by other funding sources.
4. Establish and maintain appropriate means
of continuing inter-program communication of tech-
nical results, concepts, and plans in critical technologies,
including analytic methodologies.
D. Organization
1. The Intelligence Research and Development Council member-
ship will be as follows:

Deputy Assistant Secretary of Defense (Intelligence)
Director, Telecommunications and Command and
Control Systems, Office of the Secretary of Defense
Director, Advanced Research Projects Agency
Director, Defense Intelligence Agency
Assistant Secretary of the Army (R&D)
Assistant Secretary of the Air Force (R&D)
Assistant Secretary of the Navy (R&D)
Associate Deputy Director for Science and
Technology, Central Intelligence Agency
Deputy Director for Research and Development,
National Security Agency
2. Subcommittees, ad hoc committees, and working groups may
be formed at the discretion of the Chairman.
3. Members may designate alternate members to serve in their
absence, if desired. Other key personnel who participate in Council-
related matters shall be accredited to the Council by the member.

4. The Intelligence Research and Development Council will be
supported by an Executive Director, Secretariat, and Staff provided by
the Deputy to the DCI for the Intelligence Community.
E. Procedure
1. The Intelligence Research and Development Council will meet
at least monthly, or at more frequent intervals at the discretion of the
Chairman.
2. Security clearance levels required for the continuing conduct
of the Council business shall be established by the Chairman. Member
organizations will be responsible for certification of clearances to the
Council Secretariat of members, alternates, and key personnel. Security
clearance levels for subcommittees, ad hoc committees, and working
groups shall be to the levels necessary within the charter of the particular
subcommittee, ad hoc committee, or working group.
3. An agenda and minutes of all Council proceedings will be
distributed by the Secretariat to the membership. The Secretariat shall
maintain and promulgate the Council membership roster which shall
contain a list of members, designated alternates, and key staff personnel
accredited to the Council.
4. Findings and recommendations of the Council will be referred
to the Chairman, IRAC.
