Approved For Release 20 - ( , 33A00030010000 0 DEPARTMENT OF THE AIR FORCE WASHINGTON 20330 September 17, 1975 IRAC-IR&DC-12/75 MEMORANDUM FOR THE INTELLIGENCE RESEARCH AND DEVELOPMENT COUNCIL MEMBERS SUBJECT: IR&DC Council Annual Report 1. The Chairman of the IR&D Council has asked me to undertake developing and assembling the IR&D Council Annual Report to the DCI. The purpose of this memorandum is to request your assistance through inputs to the Report. 2. Attachment 1 is the present working draft outline of the Report which has been noted by the Chairman. I am requesting at this time your assistance on those elements which are keyed to your surname. In particular, in Section 3 of the outline, Intelligence R&D, I would like to receive from you a summary of your recent or impending reports on the subjects indicated which would recount what has been accomplished and would emphasize the relevance, importance or impact of findings. In the event that a summary is not appropriate, I request a status report. In any case, I ask you to limit yourself to about 500 words. If there are sub- elements (as with Section 3-b), each sub-element should be about 200-250 words. To meet the deadline of a 1 November 1975 report to the IRAC, I should have your inputs by COB, 1 October 1975. Attachment 1 also indicates other contributions from IR&DC members, separate from committee and ad hoc study efforts. This is in the area of Future Plans. I invite you to make your contribution in "free form" but short of a null set. I believe that future plans, such as we might devise and as the Chairman adopts, will lay a basis for new activities in Section 1. To suggest one approach, your thoughts and their implications on such questions as the following could prove useful: a. Are there technology areas where increases in R&D emphasis or level-of-effort should be made? b. Has there been a shift in emphasis or objectives in your R&D program? USAF review(s) completed. Are there areas of emerging technology which hold promise for significant intelligence gains or which will increase the effectiveness of the functional areas of intelligence, i. e. , collection, processing analysis, dissemination, and presentation?
