There was T,neral agreement on the essentiality of an approved set ~ t criterion. and assumptions, prior to completing the ecorir.! ~ rocess. 6. Scoring Assets. All re mbeers present had completed the scoring process as requested- towever, there was confusion among the members as to what the procedure had been. The Navy representative had consolte tent his score, assignment of confidence level, by assuming that if his asset could collect against a target, but cc I. lc not meet, say the timeli- ness requirement, then the asset received a low score. He had understood that in each case a footnote was required-to explain the score. On the other hand, the NSA reps had scored their assets in E tti.tferent way, is is, they could collect on the target it was scored-, with an indication as to whether the tir;( liness factor had been met. Since both procedures seemed a e ; urid way to proceed, and there was no agreement as to whi h was the beat technique, the precise method was not prest-ibed and decision was deferred until the 21 March 197.
