1. The National Working 0 r)up met on 17 !arch 1975 1

2. The meeting was sche du-1:3d for the purpose of dis-
cussing the following topics:

3. Assumptions. Changes 3 -1-3 a draft set of assumptions
issued to members at previous ? ee ;i-g were discussed. A
copy of the revised assumptions 1 1 , attached. Members were
asked to clear, at whatever level necessary in their respective
organizations, the assumptions &,! forward changes by COB,
19 March 1975. The concensus of the group was that an
agreed set of assumptions was see-r 'awry prior to further
scoring of national. assets.
4. National FRI. The Iro - .) reviewed FBI as proposed.
No changes were ered. Questi-z} is were raised as to how or
if this set of sample EEI would authenticated by higher
policy level. Chairman requests that the :sembers take the
sample set back to their respect1 le organizations for commen
and concurrences by COE, 19 flare" 1975. The questions as to

were not answered. Suggestions ranged from--have

5, Criterion for Scorir . The proposal for criteria

Nothing on the criterion quest ion was resolved, except that
additional proposals would be we' *omed at the next meeting
of the Working Group. There was T,neral agreement on the
essentiality of an approved set ~ t criterion. and assumptions,
prior to completing the ecorir.! ~ rocess.
6. Scoring Assets. All re mbeers present had completed
the scoring process as requested- towever, there was confusion
among the members as to what the procedure had been. The
Navy representative had consolte tent his score, assignment
of confidence level, by assuming that if his asset could
collect against a target, but cc I. lc not meet, say the timeli-
ness requirement, then the asset received a low score. He
had understood that in each case a footnote was required-to
explain the score. On the other hand, the NSA
reps had scored their assets in E tti.tferent way, is is,
they could collect on the target it was scored-, with an
indication as to whether the tir;( liness factor had been met.
Since both procedures seemed a e ; urid way to proceed, and
there was no agreement as to whi h was the beat technique,
the precise method was not prest-ibed and decision was
deferred until the 21 March 197. Working Group meeting. The
group was concerned about three - e!tters, with respect to the
