I have reviewed your draft article on "Hard-Target Recruitments" and appreciate your sending it to me. The article discusses a subject I consider most important and in which I have long been personally interested and active. I believe that there is need for concerted long-term research and development in the HUMINT hard-target recruitment field --distilling and exploiting the vast but unassembled experi- ence we already have and seeking from that base the new insights we need for the years ahead. 2. I have no objection to your mentioning the Human Sources Committee in your draft. As to stimulating the research we desire, I look forward to receiving your HSC R&D Task Team report which I understand will include this subject as a major element.
