1. 1 have read the November 197S version of the std'
"ECONOMIC INTELLIGENCE FOR NATIONAL SECURITY--Production,
Collection, Consumers and Problems," originally prepared by
2. In sty view, this paper is too good not to use It as
the basis for seeking action on some of the problems which
it cites.
3. 1 suggest the following:
a. The paper go forward to the DCI as an ICS
paper. was hired to do it, and he has been
paid. The study has been revised somewhat, as I under
stand it, within PRD. It would be of little value to
put the paper out as a "contractor study" concernir-i
which we figuratively had "washed our hands" by
declining to accept responsibility for it. The choice
as I see it, is to bury the paper or put it out under
our imprimatur, and I favor the latter--even though
I accept the idea that the paper is likely to prove
controversial.
b. Before its release, however, the paper shout it
be revised somewhat, I.e., the executive summary sheul
include a listing of specific recommendations for
folk-on action, and Part I should be reworked to
make then more specific as to who should be charged
to do what about what. The following are only

C. Part II is rather sketchy, but I think it
serves its purpose, and the same goes for Part III.
It is Part I which is the guts of the paper, so it
is on Part I that careful attention needs to be
focused to insure that it clearly points the way to
what ICS considers needs to be done.
4. 1 understand that Ed Proctor may consider the
paper as "not timely," but I do not agree. The kind of
problems described in Part I call for some attention.
A mittedly, the Congressional Select Committees are looking,
warily at some NSA operations, but-that should not preclude
the Intelligence Community from putting forward proposals on
what it considers needs to be done to put the economic
intelligence picture in better order.
