SUBJECT Translation of FRS Data Into
The CIRIS Data Submission
1. The joint effort of of your office and 25X1
f

viz-"RD to test the feasibility of translation
of FRS data into the CIRIS data submission has demonstrated
that the concept is practical and achievable. Only a small
amount of supplementary information is necessary to co-i-
pletely satisfy the CIRIS submission requirements. The
preparation of this information should require less effort
than has been expanded in previous years on each annual
CIRIS submission and it is a one-time operation with the
collected information fully applicable to current and future
CIRIS reports.
2. In previous years0 the CIAP response to the CIRIS
data call consisted of manual preparation of Form 2812 Entity
Summary (more than 100 entry spaces) and one or more Form
2812A Detail Display (100-200 entry spaces) for each of 3S
reported entities. The entries included allocation and
calculation of manhours and resource funds plus cross-referenc-
ing and summation. The total effort involved approximately
7000 individual pieces of data. The product was a grossly
aggregated record of CIA resources (averaging $17 million per
entity) which was of limited utility.
3. This operation can be simplified and improved. The
FRS data base contains all of the information required by
CIRIS with the exception of geographic and subject targeting.
Entries in these fields are optional and only DDd exercises
this option. If completion of these fields was made mandatory,
response to the CIRIS data. call could be achieved by direct
use of stored information in the FRS data base. The individual
offices would only need to review and confirm the output.

4. A test of the translation procedures (FRS Category -
Subcategory - Element to CIRIS Mission-Function-Activity-
Sensor-Platform) was conducted against individual PAN numbers.
There are a total of 1974 accounts that possess funds for
the fiscal years 1974, 1975 or 1976. The test translation
procedures generated complete CIRIS records for 268 (14%) of
these FANs. The remaining 1706 P&Ns squire addition of
SENSOR (22 cases), PLATFORM (116 cases), GEOGRAPHIC TARGET
(S78 cases) and SENSOR (1621 cases) or a total of 2337
entries. A one-time submission of information to fill these
blanks in PRS will permit direct CIRIS submissions in the
future without manual preparation of detailed report forms.
At the same time, the level of detail in the CIRIS
funds per reporting entity) will be improved by nearlye50ga
times.
8. It is requested that the FRS instructions be modified
to require completion of the geographic and subject targeting
fields using the abbreviations provided in the CIRIS Data
Submission Instructions, February 1975.
