As noted in the reference, CIA has developed special submission procedures that use the Financial Resources System (FRS) database to produce CIRIS data on magnetic, tape and get rid of the need for doing this by hand. 2. FRS has not in the past kept copies of the final results of each of the many budget exercises it does during the year, The earliest data- base that can reasonably be used will be available at the end of the 1977 program submission. This database will be updated on 20 June 1975. We will provide the required data for FY 75, 76, and the Transition Quarter on magnetic tape and in hard copy to the Intelligence Community Staff on or before 31 July 1975. In future years the data will be submitted upon the conclusion of the Congressional and OMB budgets. 25X1 JOHN D. A locally developed software program has produced blank matrices for manual targettiuu of resources from CC!''/APS magnetic tapes which you provided. These forms have been sent to F_ I as requests l. Although the input fors should be self-explanatory, the follovir rules are suggested to facilitate standardization. Matrices were con- structed only for those aubelements that were jointly recognized to be targettable. All other subelements will be assigned values by pro- rationing, as previously discussed by members of our staffs. Each matrix consists of six coley (cost categories) and from one to twenty lines (country-subject combinations) to be assigned as needed. The two character country codes and three character subject codes shown on peg es 76 and 77 of the February 1975 CIRIS Data Submission Instructions should be used. The integer percentage of each cost category assignable to each country-subject combination can be entered under the appropriate cost category. Each column should sum to one hundred. It is understood tl a.t the same percentage distribution will be equally applicable to Military Pay, Civilian Pay, and 06M. For this reason, a value need only be entered in the first column and will be duplicated to fill the other two color 9.s. In most instances, relatively few lines (discrete country-subject') will suffice to characterize a subel+ement.
