MEMORANDUM FOR THE RECORD
SUBJECT: CIRIS 75 Submission from APS
1. On 31 March 19751 1

2. The purpose of the meeting was to work out procedures
for automating the APS CIRIS input along the same lines to
be used for CCP. In previous years the NSA tape has con-
tained some APS data, but because the subelement field has
been blanked there was no way to get data at the Reporting
Entity (Project) level. Consequently each year the APS
submit was worked up manually.

3. agreed to process the APS data to bring
into a common ormat with CCP data and agreed to
audit the Mission, Function, Activity fields to insure they
are consistent with last year's manual submit, which he pre-
pared. R4AB will have to change the Platform from "General"
--a security related problem in NSA's computer center. R4Als
may have to tag the Projects with the correct RE number if
NSA cannot make certain changes in its processing prior to
producing the tape--a fairly minor problem. The result of
all this will be a NSA tape that is equally good for both
CCP and APS. Thus APS can be targeted by the turnaround
sheet method worked out with for CCP. It was
explained to E _J that the advantage of this to hir
was a great reduction in administrative workload in return
for which we expected more geographic/subject detail. Having
b*en somewhat traumatized by his initial experience with a
CIRIS submit last year, he was more than a little enthusiastic
about this approach. The advantage to CIRIS, other than the

greater detail afforded, will be reduced manual processing
--the software developed to process the CCP tape input will
handle the APS input as well. It will be another insta-{ce
in which CIRIS is able to draw on an existing data base
rather than requiring a whole input to be genned up.
