SUBJECT CIRIS/IMIS Interface -
CCP/APS Manpower Detail Records
1. In my memorandum to you dated 7 March 1975, I
indicated in paragraph 4 that the detail data records sent
to IMIS from CIRIS would not contain manpower data. This
is incorrect in the case of CCP and APS data.
2. In the cases of APS and CCP, the detail 250
character records will contain manpower data. This is
necessary since CCP and APS data in the file CIRIS sends
to IMIS will not contain summary records. The lack of
summary records in the case of CCP was known to IMIS pro-
grammers but as of yesterday, APS will not be submitting
summary records to CIRIS since its data will be furnished
to CIRIS on the same tape and in the same manner in which
CCP submits data. In the past, APS data was submitted to
CIRIS manually just like GRIP data.
3. I want to also point out that even though CCP ari
APS will be submitting manpower data at the detail level,
the targeting associated with the detail records containix-
the manpower data will not be valid. In effect, manpower
data will be inserted in CCP and APS detail records at
random only so it will be available in the file for the
CIRIS system to aggregate it at a point beyond that which
creates the CIRIS to IMIS interface tape file.

4. I have discussed this information with
25X1 informally on the phone except for th APS
portion, s nce I was not certain as to his accessibility
to APS data. In any case, please pass this information
onto Informatics for me.
