While we would have preferred to be dealing with Hall rather than Goulder at this point, we recognize your need to be responsive to Goulder in the first instance and the .political necessity of having some sort of USIB bless- ing in the second, before telling Hall what we plan to do. 2. That being the case, we would propose the edi- torial and substantive changes indicated on the attached draft before sending it on to Mort. The substantive changes are intended to a) reduce the emphasis in the first draft on the experimental, nature of the Laserfax net, and b) avoid. giving ASD(I) the impression that we look to him for guidance on non-DoD participation in the proposed network. Finally, we think it important that you reiterate the Director's continuing commitment to a Laserfax network. 3. Depending on the outcome of your exchange with Goulder, and on the reaction to re- port, we would hope that your next move coul e an early memo directly to Hall, rather than an approach through USIB.
