General Tighe's memorandum to the Director proposing the establishment of a National Biographic Intel- ligence Production Center strikes us as an extremely radical, expensive and disruptive approach to the problem of services of common concern. It would be particularly disruptive to the organization and activities of the Central Reference Service. 2. Your proposal calls for considerable work that may not be necessary. Rather than creating a new interagency mechanism with additional overhead and inter-agency bureaucracy, I suggest that you consider integrating your military biographic effort into the existing biographic operation of CIA's Central Reference Service (CRS). Your manpower input for this integrated program would be commensurate with DoD service and file input demands. My staff is available to work with CIA and DIA per- sonnel to effect an integrated biographic operation within CIA that meets DoD and Community requirements for foreign military biographic service. I welcome your proposal for improving the Community's biographic program in this period of reduced resources. Representa- tives of DIA have followed up with useful background briefings for General Wilson and his staff, the Human Sources Committee of USIB, and the Central Reference Service of CIA. All parties concerned now seem ready to begin serious planning for an integrated biographic production program to meet DoD and Community requirements. 2. Your representatives have indicated that the DIA is not committed to any specific changes in existing organizational structures, but is interested in the establishment of a Community arrangement for producing military biographic intelligence. I think this is wise because it would be, in my view, a mistake to establish a new organization--e.g., a National Center--before we thoroughly explore the capabilities of existing structures. Accordingly, I have asked General Wilson to designate an IC Staff representative to chair meetings beginning in July, to be attended by representatives of the Central Reference Service, CIA; various components of DIA; and the Human Sources Committee. 3. I recognize DIA's particular interest in the production of military biographic intelligence and I think arrangements satisfactory to all parties can be reached. I would hope that, in the process, the separate arrangements CIA negotiated with the State Department in 1961 and NSA in 1970 could serve as guides in the discussions.
