SUBJECT: "Interagency Computers" Reported by NBC News
1. This morning I had a phone call from who is
serving as a consultant to the IHC. He is an ex CIA employee, who
at one time was the 1ead of the Agency's Office of Computer Services.
He reported as follos:

A few days ago, NBC news, which Osaw in Los
Angeles, ran an item which mention the passing of files
and information among intelligence agencies using com-
puters.-- There was reference to a HARVESTER computer.
2. NSA has had an activity called HARVEST related to computers.*
deduced that the reference to interagency interchange could
refer to COINS, but that was not mentioned.
3. I am taking no further action on this beyond advising you
and sending a copy to the Chairman, SIGINT Committee and the Chair-
man, SECURITY Committee. If you wish me to act further, please advise.

The' HARVEST system contains NSA's "end product." It includes about
the last 10 years. It is being Phased out in FY-75. The capability
has,been assumed by the
