1. In accordance with the DCI's endorsement of-
proposal that Admiral Inman's security guidance as revised by the
Security Committee on foreign intelligence relationships be promul
gated as a DCID, we have drafted the attached.
2. We have coordinated the format with the USIB Secretariat
and the substance has been endorsed by the Security Committee as a
proposed USIB policy. Admiral Inman was informed and has no
objection.
3. It is recommended that you indicate your concurrence
below and forward the draft to the USIB Secretariat for appropriate
action.
