The State Thai desk and also the Laos/Cambodia- desk have informally reflected what they feel will be Whitehouse's primary concerns vis-a-vis intelligence and the FOCUS Assessment. In short, he will be most interested in knowing what, if anything, can be done to achieve tote objective of withdrawing the two military intelligence units, the 7602d and the 500th. He is already on record as a dvocs' - ing their withdrawal, and is inclined to have interest in the FOCUS process primarily to the extent that it leads to achievement of this purpose. 2, Ambassador Whitehouse will be in Washington tuitil confirmed by the Senate, which hopefully will be done expeditiously. Tentatively the desk is scheduling appoint- ments through a two-week period, April 14 through 25, 3. The Cambodia/Laos desk officer, Mr. Henderson, was quite emphatic in saying that he felt the Ambassador would have little interest in merely reviewing the Assess- ment itself. This leads me to believe that some caution may be advisable in considering inviting him to join in the kind of review of the report that is most likely to take place in the DISC atmosphere.
