MEMORANDUM FOR : The Director of Central Intelligence
SUBJECT: USIB Review of Defense Science Board Concerns
1. In response to your query of 1 October as to whether or not Defense
Science Board (DSB) concerns can be introduced into the USIB mechanism, we
have asked Dr. Currie to forward this aspect of the DSB report to you. He
concurs.
2. Dr. Currie sees this as a good step forward in improving the dialogue
between the R&D planners and the intelligence community. In his letter of
transmittal, he will very likely ask that the USIB render some appreciation
as to whether or not there are some near- or long-term solutions to the void-
gaps as seen by the DSB. Dr. Currie fully appreciates that some of the con-
cerns are already being addressed by the community or, in fact, good answers
may already exist.
3. With respect to understanding how the flow of R&D planners' needs
into the intelligence process can be improved upon, there is a more complex
problem. We are working on this, and would expect to have something concrete
to say by February.
