Would you alter the format of your report on documents
flowing through the registry in order that anything pending DCI
or other signatures continuesto appear on the form? This will
help us keep up with final letters which are sometimes held for
some time.
Incidentally, would you check on the status of DCID 1/2.
I understand it was sent to DCI a few weeks ago and is still
pending his approval.

LONG-DISTANCE TELEPHONE CALLS
STAT

1. Certain changes have been made in the Agency's telephone
system which will reduce the cost of long-distance telephone calls
and offer a security advantage as well. Long-distance calls can
now be placed directly by Agency operators, bypassing the normal
telephone company accounting and billing mechanism. This procedure
will avoid compromising any numbers which would otherwise appear
on a billing directly associated with thel These STAT
changes apply only to outgoing calls.
2. As an economy measure the Agency operator frequently will
be able to route calls over existing Agency leased lines at reduced
toll charges.
3. Persons making official long-distance telephone calls on
the are instructed to take advantage of these improve-
ments by placing such toll calls with the Agency operator by dialing
"0." Supervisors will bring this requirement to the attention of
their subordinates.
4. Personnel are reminded that Government telephone facilities
are not authorized for personal calls.
5. This notice does not imply any change in the rule that
classified information is not to be mentioned or discussed over the
black line telephone. In this connection, personnel again are reminded
of the thrust of Fated 29 March 1973: any.long-distance
telephonic transmission into or out of the Washington area that is
not conducted on an approved secure link (i.e., gray or green line) is
a principal target of Soviet communications intelligence. Do not
discuss classified or sensitive information over unsecured -1-2-1-gone
links or in the vicinity of f lose in use.
