The purpose of this memorandum is to (1) document that the reference has been overtaken by events and (2) indicate decisions on this subject made at two meetings held with the undersigned on 2 November. The first meeting involved and the second involved As a result of these mc~tings, it was decided that the IC's concerns over the badging of its non-Staff/non-Detailee (ad hoc) personnel could best be served by avoiding a new special badge and relying instead on the already existent VNE badge. STAT STAT 2. By the close of business on 2 November, both were indicating to the writer that they wou process this category of personnel (non-Staff/non-Detailee) for VNE badges. Both were aware that, with appropriate markings, the VNE badge provided excellent mobility and flexibility for its holder. STAT were counseled to request VNFs with to allow for escort privileges); with the indicatorl (to exempt the holder from having his visits counted via computer tracking); and with the indicator 0 (to allow the badge holder to enter the buildings 24 hours a day, 7 days a week). 3.
