SUBJECT: Directives in House Appropriations Committee
Report
1. Jack Iams and I met yesterday with Chuck Snodgrass of the
HAC Staff. Chuck made a point, several times, of how important it was
that we look closely at the various instructions other than those r,.ating
to specific budget items in the 25 September letter from the Committee to
Lynn to be absolutely certain that we are willing to abide by then:. If
there are any with which we cannot comply fully, it is vital that .Yve
(1) inform the Senate Committee in writing and (2) insure that any
agreed changes are incorporated in the conference report. The House
Committee will ask next year for a report of action on each instruction;
if they find that the directives given on a classified basis are not c: om-
plied with, they will probably insist on making next year's report
unclassified and public.
2. We have gone through the full report and have extracted
every direct instruction to CIA, the DCI, or to the Community as a
whole. The attachment lists them in the order in which they appe<
Chuck was particularly anxious to insure that the DCI was aware
of, and able to agree to, the provision on prior notification of
Reserve releases. We will be in touch with those concerned on
