SUBJECT: Strategic Vi arning Staff (SW S)
1. eked me yesterday what Mr. Colby's r. e4 t:tio x
was to Gen. Fau.rer's Progress Report and to the SWS k+fonthly 1-e
I told him of the DCI response on the former (which I sent you
yesterday morning) and that Mr. Colby had asked us to get reactions
from USIB principals for a later response on the Monthly Report.
For the latter, I'm soliciting informal comments from my forma: r
colleagues on the Ad Hoc Committee and hope to have a dras:t by
Friday.
2. aid he was sensitive to the problem of not letting
the SWS spi over too far into the small-w arena. He also :aotet.,,
however, that other production elements of the community (IIOs,
OSR, etc.) frequently addressed issues which had strategic a art:.ni
implications. A degree of overlap between SWS and other produ:tior
was thus inevitable. I agree.
3. PRD's preliminary view is that the Monthly Report _ic2e1
address some subjects that have little apparent relevance to stretegi s
warning. But I think we should take care, in our respo_se to Fa.Lrex.
not to overreact. No one is ever going to draw a clear line betty;--en
big-W and small-w. What I think we should concentrate: on is to
ensure that the SWS makes ex pltEit the relevance to strategic
warning of whatever iss ies they do address. This is often mare
an editorial than a substantive problem.
4. I think I is more hawkish on this subject that, I
am--so please consider the foregoing as preliminary views.
