SUBJECT Arrangements for planned
intelligence conference
10-11 July 1975

nfirming my conversations with I and STAT
I am pleased to advise that practically all t1e
major players from the operations and intelligence centers
within the NSC community have accepted the invitation made
in your behalf to attend a conference on critical intelli-
gence/crisis management/warning, etc., on 10 and 11 July
I was pleased and slightly surprised at
the ease with which this occurred and. would hope it is an
indication that there is a general felt need for this kind
of collegial effort. It is certainly the case with WHSR,
NSA, and ourselves.
2. In inviting these people I made several points:
first, that this conference was one of a gathering of peers
and not an attempt by those of us at Langley to lean on
them (or if so, gently). Second, that the agenda would
consist of both items that the IC Staff felt should be
treated, as well as those the participants themselves want
included. And lastly, that all administrative arrangement3
would be made by members of my staff, since we had the
natural advantage of being part of CIA, the honcho of the
conference site.
3. The following is the list of those that had been
invited and accepted as of this time:

4. While Ms. Wahl of State INR did tentatively accept., I
detected a marked lack of enthusiasm. She is bogged down with
internal work and does not feel she can spare the time. She
should be encouraged to attend, since with the split respcr,3i-
bility at State, both sides must be well represented.
5. During the course of inviting , he STAT
mentioned he would also like to have atte3id STAT
but that the dates did not fit. Unfortunately, this came
after most of the other players had accepted and I was unable
to accommodate him. However, we agreed that if anything
happened to the Admiral's schedule, we would very much like:
him to attend.
6. When discussing this conference personally with the
new operating head of NMCC (General Atkinson takes over on
1 July, replacing Rear Admiral Coughlin) we covered the desLr-
ability of including his boss, Major General Cunningham.
General Atkinson is going to test the water and if Cunningham
shows any interest, I will follow up with a firm and enthu-
siastic invitation.
7. Aside from myself and I plan to bring
along my DDS&T and DDO Chiefs as back bench observers, plus

our Administrative Officer, just to make sure th .t STAT
all the arrangements, etc., go smoot y. Whether or not other
CIA major players should be included in this conference, I
leave up to you. On the positive side, I think the proceed-
ings would benefit greatly from the presence of either the :D1
or ADDI. On the negative side, I would be afraid of giving
the appearance of stacking the deck in favor of CIA.
8. Finally, we should now work out a memorandum from
you confirming all the above, soliciting agenda items and
giving them the administrative details of where, when and zow
to get to Let me know what further pay
you want me to play.
