Conversation with Col. Granger - NSC Staff
I called Col. Clint (iranger (code 103-4496) today to see wnat
the status was on the "National Nervous System" project. His
response is enthusiastic and he has written a letter to you
which is now being staffed trirough Mr. Ober. I arranged to have
lunch with him next Friday to discuss matters of mutual interest
on this subject.

MEMORANDUM FOR THE RECORD
SUBJECT: Conversations with Robert Kupperman (ACDA) and
M. Eisenstein (ERDA)
1. Last week I was asked by Kupperman to come over to State
and talk to him about the problem of terrorism (nuclear or convention-
al). In the course of the conversation I spoke of our efforts to have
the national nervous system defined.
2. Yesterday I was visited by Eisenstein, who is Mr. Intelligence
for ERDA. He had come to me at Kupperman's suggestion to hear more
about the national nervous system. I told him of our efforts last fall
and the current effort to enlist the NSC to sponsor the effort because
of the possible misconstruction which might be put on any intelligence
community effort to obtain the necessary information from domestic
organizations.
3. Eisenstein is anxious to have the national nervous system
defined because of its obvious utility to the terrorism problem.
4. If there is a favorable response to the letter General Wilson
sent to General Scowcroft I am sure that Kupperman and Eisenstein
would be interested and cooperative.

We have had no reply from the
White House on the national nervous
system letter that you delivered to
Dick Ober.
This past week s
contacted by ERDA and e too he
occasion to mention the national
nervous system problem. He has
prepared a note to you on this con-

It may be that ERDA could be
designated as a focal point to
make contacts and collect information
from "domestic" agencies. E'}DA, while
a member of USIB, also has a "domestic"
character.
But at a minimum, I believe we
should have a reply from SLowcroft
authorizing the data collection effort,
and specifying a channel (possibly

In a letter to the President on 23 May 1975, Mr. CollS
addressed his continuing efforts to improve intelligence commtrut
procedures to support the National Security Council in the light of
the Mayaguez experience. In the attachment to that letter, ref,-re
was made to a better understanding of our own "national nervous
system. "
Our purpose in writing to you at this time is to enlist your hell)
in obtaining the necessary in.forrnation to create a national nervous
system directory. Its use can improve lateral. communication.,
among the watch officer community and will materially assist its it
disseminating foreign intelligence promptly to selected key officials
in incipient crisis situations. This directory would identify m._jor
watch centers of U. S. government agencies (intelligence, military,
diplomatic and domestic) both in the U. S. and overseas. It wo.ild
briefly describe their functions and interconnections, and it would
list phone numbers and message addresses.
