establish written guidelines for the handling of
reports of criminal violations by employees of
the Agency or relating to its affairs. . . .
criminal investigation and the decision whether
to prosecute be made by the Department of Justice.
The Agency should be permitted to conduct such
investigations . . . to determine whether its
operations have been jeopardized. . . .

CIA should not again engage in the testing of
drugs on unsuspecting persons.

Testing of equipment for monitoring conversa-
tions should not involve unsuspecting persons
within the United.States.
